During the colonial rule, the Japanese saw the Eluanbi lighthouse as a symbol of the southernmost point of the empire and felt the need to erect a shrine there. In 1929, the Garanpi Shrine was finished. Since there is a significant fishing grounds near Eluanbi, whalemen provided whale bones to be used as the torii gate, asking the gods for protection. After the war, the shrine was demolished.
The gentleman leaning on the car in the photograph is Liu Zichen, who graduated from the Tokyo Automobile College. After returning to Taiwan he opened several joint-stock automobile companies in Kaohsiung with his brothers. They were the largest privately-owned passenger transport companies in southern Taiwan. Mr. Liu was fond of photography and often took photos of the places he visited.
